This image is convinced to come from GlobalFlag, because this website is the first in Taiwan to post this flag, and this flag is originated from Wiki Commons. Its proportions are 2:3, and adopted on Jan 3rd 1986.

Unfortunately I have been unable to exactly replicate the olive drab on the actual flags with any Browser Safe Colour (as per FOTW standard) - the colour I use for the images is as close an approximation as I can get.
